Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 275 - State Information Technology Board - Membership and Duties.

This bill increases the membership of the Maryland Information Technology Board from 25 to 34. The bill adds representatives from information technology companies, the Maryland Independent College and University Association, Maryland Association of Public Library Administrators and one additional member from both the Senate of Maryland and the House of Delegates.

The bill also adds to the board's responsibilities, requiring its members to make recommendations concerning the deployment of Internet-based applications and services for State government and educational institutions.

Senate Bill 198, which was passed by the General Assembly and signed by me on April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 275.
