Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 142 - Maryland Uniform Computer Information Transactions Act.

The bill provides a legal environment applicable to computer information transactions, including the use and licensing of software programs and establishes a ten-member Joint Technology Oversight Committee, composed of members of the General Assembly, to oversee the bill's implementation.

House Bill 19, which was passed by the General Assembly and signed by me on April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 142.
