Authorizing the creation of a State Debt not to exceed $100,000, the proceeds to be used as a grant to the Board of Directors of the CarSarCar Community Development Corporation for the planning, design, repair, renovation, reconstruction, and capital equipping of a building located at 1212 West Saratoga Street in Baltimore, for The Saratoga Center; prohibiting the use of the proceeds of the bond sales and the matching fund for sectarian religious purposes; providing for disbursement of the loan proceeds; etc.
