Prohibiting a tort claimant from instituting an action against the Mass Transit Administration unless specified conditions are met; requiring that a notice of a tort claim against the Mass Transit Administration contain specified information and meet specified criteria; specifying under what circumstances a claim is denied finally by the Mass Transit Administrator or the Administrator's designee; etc.
