Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 397 - Maryland Uniform Electronic Transactions Act - Scope.

This bill adds three exemptions to the Maryland Uniform Electronic Transactions Act (UETA) which recognizes the legality and enforceability of electronic records and signatures. The bill also makes several changes to bring UETA into compliance with the federal Electronic Signatures in Global and National Commerce Act.

House Bill 519, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 397.
