Requiring the Department of Human Resources to enter into a partnership agreement with the Maryland Mentoring Partnership to expand mentoring programs and opportunities for minors who reside with families who are receiving temporary cash assistance or who have received such assistance within a specified period; providing for the purpose and funding of the mentoring partnership; etc.
