Electric Utility Generating Station Construction - Moratorium

Synopsis:

Prohibiting the Public Service Commission (PSC) from issuing a certificate of public convenience and necessity for the construction of an electric generating station until Maryland achieves compliance with the national primary ambient air quality standard for ozone required by the Environmental Protection Agency; and requiring the Department of the Environment to provide notice to the PSC of the State's attainment of the ozone standard.
