Synopsis:

Including in the powers and duties of the Information Technology Board the power and duty to develop standards and make recommendations concerning the security of computer systems used by State government and educational institutions; requiring the Secretary of Budget and Management to develop and adopt, by regulation, specified security procedures; requiring the Secretary to consider background checks and open meeting requirements when developing and adopting regulations; etc.
