State Personnel - Special Appointments - Limitations

Synopsis:

Limiting the types of positions that may be classified as special appointments in the State Personnel and Management System; providing that specified positions may be special appointments only if specified requirements are met; requiring the Department of Budget and Management to complete a specified evaluation of positions classified as special appointments on or before a specified date; requiring the Department to determine which positions should remain special appointments and which should be reclassified; etc.
