Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 830 - Mental Health Advisory Committees.

This bill alters the requirements for the governing bodies of two or more counties to establish an intercounty mental health advisory committee. Moreover, Senate Bill 830 authorizes the governing body in Baltimore City to designate Baltimore Mental Health Systems, Inc. as the mental health advisory committee for Baltimore City. Further, the bill provides for an exception to the membership requirements for a mental health advisory committee in Baltimore City. House Bill 459, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 830.
