Authorizing the creation of a State Debt not to exceed $250,000, the
proceeds to be used as a grant to the Board of Directors of the John
M. and Sara R. Walton Foundation, Inc. for the repair, restoration,
and reconstruction of the roof on Poplar Hill on His Lordship's
Kindness, a national historic landmark, located in Clinton; providing
for disbursement of the loan proceeds, subject to a requirement that
the grantee provide and expend a matching fund; requiring the grantee
to convey an easement to Maryland Historical Trust; etc.
