Altering the compensation for the judges of the Orphans' Court for Dorchester County by an amount to be determined by the County Council of Dorchester County, but not less than $4,700; altering the expense allowances for the judges of the Orphans' Court for Dorchester County; and providing that the Act does not apply to the salary or compensation of the incumbent judges of the Orphans' Court for Dorchester County.
