Synopsis:

Requiring specified human service facilities to develop an emergency plan; specifying the required contents of the plan; requiring specified State agencies, in consultation with specified human service facilities and specified State and local emergency management agencies, to adopt specified regulations; requiring the Governor's Office of Homeland Security to report to the Senate Education, Health, and Environmental Affairs Committee and the House Health and Government Operations Committee by January 31, 2007; etc.
