Requiring the Governor's Office for Children to develop the State Resource Plan for Residential Child Care Programs in consultation with specified agencies, providers, counties, child advocates, and consumers; establishing the content of the Plan; establishing specified requirements for contracts between specified agencies and providers for residential child care programs; requiring the members of the Children's Cabinet to adopt specified regulations; etc.
