Synopsis:

Requiring the Alcohol and Drug Abuse Administration annually to evaluate all publicly funded substance abuse programs using specified federal outcomes measures in order to make specified determinations about the individuals who received treatment under the programs; abolishing the Alcohol and Drug Abuse Treatment Research Advisory Council; etc.
