Requiring the Department of the Environment to reimburse Anne Arundel
County for the cost of specified environmental health monitoring and
testing under specified circumstances; requiring a reimbursement only
if a specified fine is collected; limiting the amount of a
reimbursement to a specified amount; and providing that the Act shall
apply retroactively only to specified costs incurred by Anne Arundel
County.
