Synopsis:

Defining "off-highway recreational vehicle"; requiring the owner of an off-highway recreational vehicle purchased on or after October 1, 2009 to apply for a certificate of title by electronic transmission; imposing an excise tax for a certificate of title issued for an off-highway recreational vehicle for which sales and use tax is not collected; providing that an off-highway recreational vehicle is not required to be inspected when ownership is transferred; etc.
