Establishing a Housing Division of the District Court of Maryland for Baltimore City; increasing the number of associate judges in a specific district of the District Court by two; authorizing the Division to conduct specific proceedings; establishing the jurisdiction of the Division over actions seeking specific relief; authorizing the Division to order relief; and providing for the assignment of judges and personnel to the Division.
