Transferring the Vehicle Theft Prevention Council and the Vehicle Theft Prevention Fund from the Department of Public Safety and Correctional Services to the Department of State Police; and extending the termination date of the Act that established the Vehicle Theft Prevention Council and the Vehicle Theft Prevention Fund.
