Synopsis:

Establishing a Thriving by Three Program; requiring the Department of Health and Mental Hygiene to contract with insurance carriers to provide Program Services; requiring the Program to provide specified benefits; establishing criteria for Program eligibility; requiring specified individuals to pay premiums and provide copies of tax returns under specified circumstances; requiring a specified study and report; and requiring the Department to apply for specified federal funds.
