Requiring community health networks to obtain a license from the Secretary of Health and Mental Hygiene and the Insurance Commissioner prior to contracting with individuals and employers or offering health care services to enrollees; establishing specified exceptions; specifying how certain persons may form a community health network; specifying how a community health network may operate; etc.
