Synopsis:

Requiring the Department of Human Resources to provide cash assistance to legal immigrants who arrived in the United States on or before August 22, 1996; requiring the Department of Human Resources to establish and provide food stamp benefits to certain legal immigrants; requiring the Department of Health and Mental Hygiene to provide certain medical care services for legal immigrants who arrived in the United States after August 22, 1996; and generally relating to legal immigrants and welfare benefit programs.
