Creating the Children with Special Health Care Needs Council in the Department of Health and Mental Hygiene; providing for the membership of the Council; providing that the Council shall conduct specified studies into specified programs and issue specified reports based on its findings and recommendations; defining specified terms; and generally relating to the Children with Special Health Care Needs Council.
