First Degree Murder - Death Penalty - Controlled Dangerous Substances

Synopsis:

Expanding the list of aggravating circumstances that may be considered by a judge or jury when determining whether to impose a sentence of death on a person who has been convicted of first degree murder to include a murder that is committed in the course of committing, attempting to commit, or conspiring to commit designated controlled dangerous substances offenses; and making a principal in the second degree eligible for the death penalty under specified circumstances.
