Synopsis:

Defining "forest mitigation banking" to mean the intentional restoration or creation of forests undertaken expressly for the purpose of providing credits for reforestation requirements with enhanced environmental benefits from future activities; establishing standards concerning the use of the Reforestation Fund to purchase credits in, establish, or maintain a forest mitigation bank; prohibiting the use of the Reforestation Fund to finance administrative activities associated with a mitigation bank; etc.
