Child Sexual Offenses, Sexual Offenses, and Kidnapping - Mandatory Penalties

Synopsis:

Establishing a maximum penalty of imprisonment for life without the possibility of parole for a person who commits specified sexual offenses and kidnapping involving a child under 16 years of age; requiring the State to provide the defendant with notice if it intends to seek a sentence of imprisonment for life without the possibility of parole; and imposing a mandatory minimum sentence of 10 years on a person who is convicted of first degree rape or first degree sexual offense.
