Establishing a pilot program in Montgomery and Harford Counties to
allow a private contractor to collect money owed in criminal cases;
authorizing the Department of Public Safety and Correctional Services
to enter into specified contracts; providing that a contract shall be
awarded through competitive sealed proposals; establishing rules
concerning the compensation of a private contractor; requiring private
contractors to offer employment to employees affected by the transfer
of collection responsibilities under the Act on specified terms; etc.
