Synopsis:

Requiring the Department of Natural Resources to establish a commercial fishing apprenticeship; requiring a person to apply for and obtain an apprentice license, and to pay a fee, before beginning an apprenticeship; prohibiting the issance of an apprentice license to specified persons; specifying the practical experience requirements of an apprentice; providing for a waiver of requirements under specified circumstances; requiring the Department to immediately issue a commercial tidal fish license to specified persons; etc.
