Partial-Birth Abortions - Prohibition

Synopsis:

Prohibiting the performance of partial-birth abortions unless necessary to save the life of the mother; establishing penalties for performing partial-birth abortions; authorizing an individual who is charged with a specified offense to seek a hearing before the State Board of Physician Quality Assurance concerning a specified issue; establishing civil remedies for specified individuals; etc.
