Requiring specified persons that operate a restaurant that issues gift certificates for redemption at the restaurant to maintain a specified amount of money in an escrow account; establishing requirements for the escrow account; requiring that money in the escrow account be used to reimburse holders of outstanding gift certificates issued by the restaurant under specified circumstances; etc.
