Synopsis:

Altering State policy concerning the appropriation or use of surface waters and groundwaters; altering the requirements for the issuance of appropriation or use permits; providing a specified exception; requiring the Department of the Environment to place specified requirements and conditions on the issuance of a permit to an applicant that intends to appropriate groundwater in unprecedented quantities for purposes not common to a locality; etc.
