Authorizing adoptees and natural parents and siblings of adoptees to
register with the Mutual Consent Voluntary Adoption Registry for
purposes of disclosing or receiving nonidentifying information;
requiring registrants to provide specified information; authorizing
registrants to withdraw from the Registry at any time; requiring the
Administration to attempt to match registrants and to disclose
nonidentifying information to registrants under specified
circumstances; etc.
