Providing that parking and specified related vehicle violations are civil traffic infractions; providing for specified procedures and civil fines in adjudications for civil traffic infractions; providing for the issuance and disposition of citations for civil traffic infractions; requiring the Chief Judge of the District Court to adopt specified rules concerning the disposition of civil traffic citations, including procedures for specified appeals by mail; etc.
