Synopsis:

Requiring the Maryland Health Care Commission to develop and implement a payment system for specified health care practitioners in the State; establishing the requirements for the payment system; establishing the date by which the payment system is required to be implemented; requiring the Commission to establish standards and consider various factors in developing the system; requiring the Commission and the licensing boards to develop sanctions; requiring the Commission to publish information on an annual basis; etc.
