Requiring the Commissioner of Labor and Industry to adopt regulations
relating to phasing out over a 3-year period the inspections of
elevator units by State inspectors and phasing in inspections by
licensed mechanical engineers; requiring elevator units on private
property to be inspected by a licensed mechanical engineer on or after
October 1, 2006; requiring the owner of the elevator unit to submit to
the Commissioner an inspection certification and a certificate of
insurance for each elevator unit; etc.
