Synopsis:

Authorizing the creation of a State Debt not to exceed $75,000, the proceeds to be used as a grant to the Board of Directors of Sandy Spring Slave Museum and African Art Gallery, Inc. for the construction and capital equipping of a building to house a museum and art gallery in Sandy Spring; providing for the disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
