Prohibiting specified business establishments in Carroll County from storing and displaying tobacco products in a specified manner; providing for the application of the Act; providing for the enforcement and penalties of violations; requiring the Chief Judge of the District Court, in consultation with Carroll County health officers, to adopt specified procedures; etc.
