Maryland Cigarette Restitution Fund Spending and Stem Cell Research Act of 2005

Synopsis:

Establishing the Maryland Stem Cell Research Fund; requiring the Department of Health and Mental Hygiene to administer the Fund; providing that money in the Fund may be used only for specified purposes; requiring the Governor to make specified appropriations from the Fund; establishing the Stem Cell Research Commission; prohibiting human cloning; altering the purpose for which money in the Cigarette Restitution Trust Fund may be expended; etc.
