Synopsis:

Adding a new article to the Maryland Constitution to prohibit the statutory expansion of forms of gaming, with specified exceptions, by the General Assembly; limiting to six the number of video lottery facility licenses that the State may issue; limiting to 13,000 the number of video lottery terminals the State may authorize; etc.
