Synopsis:

Authorizing the creation of a State Debt not to exceed $600,000, the proceeds to be used as a grant to the Board of Directors of the Historic East Baltimore Community Action Coalition, Inc. for planning, design, construction, repair, renovation, reconstruction, and capital equipping of the commercial and community building; requiring the grantee to grant and convey an easement to the Maryland Historic Trust; etc.
