Creation of a State Debt - Cecil County - Ray of Hope Mission Center

Synopsis:

Authorizing the creation of a State Debt in the amount of $125,000, the proceeds to be used as a grant to the Board of Directors of the Ray of Hope Mission Center, Inc. for the planning, design, construction, and capital equipping of the new senior activity center and food pantry building; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; providing that no part of the loan proceeds or matching fund may be used for sectarian religious purposes; etc.
