Synopsis:

Increasing the maximum debt capacity for the University System of Maryland and for St. Mary's College of Maryland; approving the use of $10,000,000 in debt capacity for specified academic facilities projects at the University of Maryland at Baltimore and at Towson University; approving the use of $15,000,000 in debt capacity for specified capital projects at the institutions of the University System of Maryland; providing that specified bonds are not a debt or obligation of the State or any of its subdivisions; etc.
