Synopsis:

Prohibiting the Secretary of the Environment from issuing a permit to construct or operate a rubble landfill within a specified distance of Unicorn Lake in Queen Anne's County and specified tributaries in Prince George's County; making the Act an emergency measure; and providing for the termination of the Act.
