Synopsis:

Requiring the Power Plant Research Program in the Department of Natural Resources to conduct two studies: one to study development of general performance standards for wind-powered electric generating turbines, and another to study how to ensure that funds exist to decommission wind-powered electric and solar generating systems and to restore the sites to pre-operation condition; requiring the Program to seek input and to report to the Governor and to specified General Assembly committees on or before December 31, 2009; etc.
