Synopsis:

Altering the requirements of a specified Clean Energy Loan Program adopted by a political subdivision under specified circumstances; requiring that a specified energy audit required to be performed before a political subdivision approves a specified loan identify specified cost-effective energy efficiency projects and renewable energy projects that would generate a specified projected yearly energy cost savings; etc.
