Requiring the State Lottery Commission to regulate the operation of video lottery terminals at horse racetracks in the State; authorizing the operation of video lottery terminals connected to a central computer that allows the State Lottery Commission to monitor a video lottery terminal; specifying video lottery operation licensing requirements; etc.
