Synopsis:

Requiring the University System of Maryland system institutions, Morgan State University, St. Mary's College of Maryland, and Baltimore City Community College to provide specified information to specified exclusive representatives under specified circumstances; requiring specified employers to give specified notice to specified employees at a specified time; authorizing specified employees to notify an employer that the employee does not want the employer to provide specified information to an exclusive representative; etc.
