Synopsis:

Establishing the General Utility Commission and the Public Energy Commission; providing that the Public Service Commission shall become the General Utility Commission and the Public Energy Commission; providing for the membership, terms, and duties of each Commission; requiring the Governor to appoint a chairman for each Commission with the advice and consent of the Senate; providing for the appointment of an Executive Secretary for each Commission; etc.
