Maryland Health Insurance Plan - Plan Independence, Board Composition, and Regulation

Synopsis:

Removing the Maryland Health Insurance Plan from the Maryland Insurance Administration; providing that the Plan is an independent unit of State government; altering the composition of the Board of Directors of the Plan; authorizing the Executive Director of the Plan to employ staff; repealing an exemption of the Board from specified State personnel laws; requiring the Board to develop a master plan document and file the master plan document with the Maryland Insurance Commissioner; etc.
