Requiring specified State and local entities to register and participate in a federal work authorization program and post specified information on a Web site; prohibiting specified State or local entities from entering into specified contracts with contractors that are not registered or authorized with a federal work authorization program; requiring specified State or local entities to require contractors to submit affidavits with specified information; etc.
